Having Forgotten Its Charges in the Address of the USSR, NATO Asks Its Raw Materials Ally to Share Experience of Afghani “Aggression”
Management of NATO addressed the Russian Ministry of Defence with informal request to provide materials about pullout of the Soviet troops in 1989 to use valuable experience in similar operation planned for the next year. At once several sources in the alliance reported about it to the newspaper Kommersant, information was confirmed by the employee of the General Staff of the Russian Federation. Interlocutors of the edition explained privacy of the address by the fact that NATO doesn't want to draw parallel between stay of the Soviet contingent in Afghanistan which in the West is considered "occupation" with own peacekeeping mission.
According to sources, most of all NATO is interested in meetings with participants of those events and joint analysis of documents of the Ministry of Defence of the USSR of the Afghan period. In military department "Kommersant" was let know that probably required documents would be provided as there are no reasons for refusal.
Officially representatives of NATO don't advertize intention to address the Soviet experience of pullout of the contingent of the alliance, they even publicly distance themselves from it. Thus the head of the NATO military committee general Knud Bartels who visited Moscow in December emphasized that experience of the USSR wasn’t taken into consideration when they planned future operation. According to the newspaper, negotiations on this subject can take place at the international conference on safety which will take place in Moscow at the end of May.
The USA intends to pull own military contingent out of Afghanistan by the end of 2014 and to cede control over the territory to the Afghani. At the same time in Washington they repeatedly declared that they intend to keep military presence in Afghanistan in future aiming also to assist the Afghan army. Thus they don’t talk about creation of constant military bases, was noted in the USA. The American authorities expect to sing security agreement with Kabul in 2013.
The Afghan theme makes Moscow conscious - as situation in this country after pullout of the American troops will influence neighboring to the Russian Federation countries and thus will create threat to safety of Russia. At the beginning of April agencies quoted words of the chief of General Department of the International Military Cooperation of the Ministry of Defence Sergey Koshelev who declared possible creation of certain military infrastructure in Afghanistan. He noted that while the authorities have no concrete plans, but military men are going to discuss variants of creation of repair bases in the territory of Afghanistan in May at the conference in Moscow.
The statement caused keen interest of the western mass media which started talking about possible return of the Russians to Afghanistan. Deputy Minister of the Ministry of Defence of the Russian Federation Anatoly Antonov had to clear up situation. He assured that Russia wasn't going to create military bases in Afghanistan.
From editorial board: It seems to me that we should be interested in the question not when and how NATO will pullout armies from Afghanistan, but WHERE they will be pullout?
If to use experience of the USSR, the Union pullout armies to own territory, to Turkestan military district – to be more precise - to Tajikistan and Uzbekistan. It is one technology - motorized columns move, on the course they agree with field commanders about free pass. Pullout of NATO armies is different case, they came by air - what prevent them from leaving the same way?
Probably, the question is strongly connected with destiny of the former Soviet republics of Central Asia - there are all bases to think that forces of NATO won't go far from Afghanistan, but will remain in the region, in more comfortable Tajikistan, Uzbekistan, may be Kyrgyzstan and Turkmenistan. In any case, authorities in Dushanbe and Tashkent do everything possible to get reoriented on new owners of the region. While authorities in the Kremlin dream of visas with the Central Asian states.
